The Regoverning Markets Program www.regoverningmarkets.org aims to provide strategic advice and guidance to the public sector, agri-food chain actors, civil society organizations including economic organizations of producers, and development agencies on approaches that can anticipate and manage the impacts of the dynamic changes in local and regional markets. One approach that enhances the process of interactive learning and policy support to link small agricultural producers in dynamic markets is the mapping of the policy and institutional environment that affects smallholders' access to markets.
A Policy and Institutional Mapping approach has been developed that provides a framework and a set of supportive tools that enable understanding of policies and institutions affecting access of small farmers to modern markets. It helps this understanding to be developed and utilised in an interactive way with the key stakeholders to identify key entry points (or hot spots) for action. This approach has been applied and refined with its implementation in Turkey, Indonesia and South Africa in 2006. Outputs from these applications contributed significantly to subsequent high level national medium term planning meeting in these countries. The processes
undertaken also showed potential to develop new alliances, enhance the research work of the Regoverning Markets Program and extract insights including formal and informal institutions not captured in other processes.
